ROGERS (KFSM) – A level four sex offender has started living within the city limits of Rogers, police say.
The Rogers Police Department has a policy of informing the public when a level four sex offender moves to the area, according to police.
Civin Everett Foster, the level four sex offender, lives at 1309 E. New Hope Rd, police said. He is legally allowed to live at that address as it is not within 2,000 feet of a public or private elementary school, secondary school, public park, youth center or a day care facility, according to police.
“A Level 4 sex offender is defined as a “Sexually Violent Predator: Impaired judgment or control having sexual or violent compulsions and having limited or no ability to control them. This may be due to pedophilia or other disorders of sexual attraction, mental illness or personality disorder which distorts ones thinking or otherwise interferes with behavioral control,” police said.
Foster pleaded guilty to four counts of second-degree sexual assault on Nov. 20, 2006, and he was ordered to pay $705 in fees, according to court records. He was sentenced to 15 years in prison with another 20 years suspended, court records state.
Prison records indicate he was paroled on Oct. 10, 2014.
