Scott County Judge James Forbes said roads and bridges throughout Scott County suffered major damage.
Seven of the major bridges near Waldron were damaged and three will most likely be condemned according to Forbes.
"We've had some state inspectors down and they've assessed those bridges there's one that we still cannot assess because it was under water, not because of the high flood water but because there was waters between us and the bridge we just couldn't get to it," said Forbes.
Forbes said their goal was to get their roads back on track so Scott County residents have a route to Waldron or the River valley.
